NSW Home Energy Saver Program in Sydney

The NSW Home Energy Saver Program is a $557 million NSW Government initiative that removes the biggest barrier to going solar or adding a home battery: the upfront cost.

Eligible NSW households can access a zero-interest loan of up to $15,000, repaid over up to 10 years, or a discount of up to $4,000 for lower-income households and concession card holders. There is no interest on the loan — you repay only what you borrow.

For a typical Sydney home, that means a quality solar system, a battery, or a full electrification upgrade can be installed now and paid off from the savings on your power bill, rather than in one lump sum.

How Much Can You Get?

Home Energy Saver has two separate streams. Depending on your circumstances you may qualify for one or both.

Zero-interest loan — up to $15,000. Open now.

  • Repaid over a term of up to 10 years
  • No interest, no hidden fees on the borrowed amount
  • Covers the approved upgrade and its installation
  • Delivered by Brighte and Plenti
  • For households with a combined taxable income of $210,000 or less

Discount — up to $4,000. Opening later in 2026.

  • A direct reduction off the price of your upgrade, not a loan
  • Aimed at lower-income households, pensioners and concession card holders
  • Delivered by Creditex
  • Also intended to be available to renters, with the landlord’s permission

If you expect to qualify for both, the NSW Government recommends applying for the discount first, then using the zero-interest loan to cover whatever is left. The $480 million loan pool is expected to support more than 32,000 NSW households.

What Upgrades Are Covered?

The same approved upgrade list applies to both the loan and the discount. Under the NSW Home Energy Saver Program you can put your funding towards:

One thing worth knowing: the funding covers the eligible upgrade and its installation. Separate remedial work such as rewiring is not automatically included, although a switchboard upgrade is an eligible upgrade in its own right.

Am I Eligible for the Home Energy Saver Loan?

Most Sydney homeowners will pass the basic test. To apply for the zero-interest loan you generally need to:

  • Own a property in NSW, as an owner-occupier or a landlord
  • Be an Australian citizen or permanent resident
  • Have a combined taxable household income of $210,000 or less
  • Be installing an approved upgrade through an accredited supplier
  • Meet the finance provider’s credit and responsible lending checks

The discount stream is targeted more tightly at lower-income households, pensioners, concession card holders and renters with landlord approval.

You can stack it with other rebates. Any federal or NSW incentives you are entitled to — the Cheaper Home Batteries Program, small-scale technology certificates on your solar, or the NSW PDRS virtual power plant incentive — come off the system price first. Home Energy Saver then helps you cover what is left. For a lot of North Shore households that combination is the difference between a battery being a someday purchase and a this-year one.

Does the NSW Home Energy Saver Program cover solar panels and home batteries?

Yes. Rooftop solar and home batteries are both on the approved upgrade list, along with heat pump hot water, solar water heaters, reverse-cycle air conditioners, induction cooktops, EV chargers, DC ceiling fans, insulation, draught proofing, window glazing, switchboard upgrades and NatHERS assessments.

Can Home Energy Saver be combined with the federal Cheaper Home Batteries rebate?

Yes. Other incentives you qualify for, such as the federal Cheaper Home Batteries Program, small-scale technology certificates for solar, and the NSW PDRS virtual power plant incentive, are applied to the system price first. The Home Energy Saver loan or discount then helps cover the remaining amount.

Can renters access the NSW Home Energy Saver Program?

The zero-interest loan is for property owners, either owner-occupiers or landlords. The discount stream is intended to be available to renters who have their landlord’s permission to make an eligible upgrade.

When did the NSW Home Energy Saver Program start?

The zero-interest loan stream opened on 17 June 2026 and is delivered through approved finance providers Brighte and Plenti. The discount stream, delivered by Creditex, is scheduled to open later in 2026.
